I think from MBK's previous explanation, what would happen is that, after shooting the inflatable, RN would contact the French to say a boat is in distress in French waters. France would then ask RN to rescue them. And in so doing, France would automatically accept the obligation to let them land back in France.

border force cant just enter French territorial waters without consent, so they cant pick up migrants from small boats in French water

and as youve already admitted, they cant pick them up in British water and return them to France

They can prevent them from entering UK territorial waters, again without France's permission.

the boats are small inflatables not suitable for channel crossings and they are overloaded, ergo they are in distress

you can not push back a boat in distress
