With regard to foreign aid, the specific legislation you need to read is something called The International Development (Official Development Assistance Target) Act 2015. It sets out the requirement to spend 0.7%. If you go to section 3, it sets out the penalties for failing to meet the target. Oh wait.. it says there aren't any.

You've quoted a UK Legal paper om UK's commitment to the ODA. Any penalties for unilateral withdrawal are usually contained within the Treaty itself, as was the case for Brexit. And look how much the existing commitments cost.
Any changes to the contribution to the ODA requires parliamentary approval. This would be a hard fought battle.
Although there may not be any immediate financial penalties for reducing the UK's contribution, the loss of international reputation and political capital would be felt far and wide.
Currently UK is 3rd in the table, in terms of $Billions contributed to the ODA. It is 9th in terms of % of GDP. (Incidentally the top 11 countries are European countries)
It is also linked to "economic influence", so exploited by China and Russia.
If Uk contributions were ended UK would not be able to stand on the world stage and claim its commitment to international development. It would adopt the pariah status of N Korea, or a Latin American country.

Even Russia and China contributes to the ODA, and Russia's is increasing its contributions.
