To be honest, that shows that he is in the very least being fair. He isn't just imposing these tariffs without negotiations first. By giving the EU time to negotiate says a lot about him.

Why do you think those that voted to leave do not want lower trade barriers with the EU? I’m all for selling and buying from our nearest neighbours but what I am against is giving EU citizens the automatic right to live and work in the UK because we buy oranges from José and wine from Pierre. I also believe that UK citizens should not have an automatic right to live and work in the EU just because they buy whisky and cheese from us. Buying and selling produce should not be linked to freedom of movement.
