I think it was actually just a typo. MBK provided a link to the Merchant Shipping Act (MSA). Notch wrote MCA. It doesn't seem like a big deal.

Actually I posted an amendment which extended some of the requirements of the merchant shipping act to personal powered water craft.

A jet ski is a PWC, it is not a ship or small ship in every regard.

It’s relevant because only some of the obligations apply. I don’t believe it was coincidental that jet skis were chosen and that’s without getting in to the specifics of the Dover straight and the treaty regarding the territorial limit, since the gap is less than 24nm.

Of course it’s irrelevant were the limit is given the rights of the coastal state to prevent non-innocent passage.
