Radiator valve.

I have five small radiators with a valve as shown in the attached image. Are these radiators capable of being switched off? In twenty-three years, the radiators have never been touched, and the valve shown is impossible to turn, if it's meant to turn. Help would be appreciated.

Maybe just stuck, try taking the head off and turning the spindle with a pair of pliers.
 
Yes, sorry, it should just pull off or you may have to pop the very top off which could reveal a screw.

Are you sure that's not a TRV? Looks a bit elaborate for an iso valve.
