Indiscriminate killing of civilians is a very common side effect of war. Made worse by Hamas's deliberate use of hospitals and other civilian structures as concealment for their anti-Israel activities.

As for democratically elected, yes they were in 2006. No elections since though and murdering and torturing their own people who object to Hamas isn't very democratic either.
