a general guess if someone would take on the "bet" the odds would probably be perhaps 50/50 chance off approval so a margin off say 20% for profit so your cover would be 2500 plus 20% plus vat so perhaps £3600 if you can find someone interested which i doubt
now they may deem the risk to be greater so perhaps £4600 or less so perhaps 2500 but such a niche request may even exceed the expected costs ??? but fully a guess as an unusual request
A mate of mine has spent £20k getting planning permission for a house to be built in his garden. It was refused so he's appealing.
A planning decision is a human judgement, by elected politicians so not an insurable risk. It would be like insuring against losing a bet, or an election. You can however appeal (or vote).
