It's a very odd way to 'save money'

Reform DOGE need to imvestigate

It is the mayor's allowance. It has gone up from £500 to £3,500. So, not huge sums of money.
Sounds like 700 per cent, don’t let a figure get in the way of a headline, Far rage wouldn’t. Milk it for all it’s worth.

I think seven times actually is a 600% increase. Because a 100% increase would be double. I am not 100% certain, though.

It's 600%
A 100% increase would be £1,000
A 200% increase would be £1,500
A 300% increase would be £2,000
A 400% increase would be £2,500
A 500% increase would be £3,000
A 600% increase would be £3,500

He’s a ceremonial Mayor not an elected one, it’s not primarily a political office. Why does he need such an increase for cutting a ribbon at the new Lidl’s opening, or smashing a bottle of champagne to launch HMS Cod, if Scarborough has still got a fishing industry since Brexhit.

We don't know what the role involves, so it is impossible to say. He says if the expenses aren't increased then only wealthy people could become mayor. That seems plausible. But more information is required.
