Write to the dvla telling them that you have taken possession of the car and ask for a V5. They will write to the last keeper telling them that and if the last keeper doesn’t respond in a certain time, it will transfer to you. Put the plate on retention and get rid of the car. AFAIAA The plate will only expire if the vehicle is scrapped, not on a sorn or dvla have been asked to remove it.

The owner will never drive it again so will contact DVLA.
Don't think that's still the case.I believe car needs an MOT before a plate can be removed - I've read of people paying thousands to get a pile of rust through an MOT just to get a valuable plate off.
There are legalities around scrapping cars these days - otherwise I'd of had at least 3 of my inconsiderate neighbours cars scrapped in the last week.
