No, not any more. That is how the joke started. Now it is purely about the foaming at the mouth about gay marriage etc. amongst certain groups of people.

If a middle aged black or brown person starts foaming at the mouth about immigration and gay marriage, then they are a Gammon. That is what it means now. It has moved on from the original joke of almost a decade ago.
