Boots and flags yes, within my lifetime. The newspace companies and reusable rockets will lower the cost that a billionaire can self fund it. Musk desperately wants to go and Blue Origin would love to get there before Musk.
But without an economic reason to work there colonisation is not going to happen.

yes I was thinking of colonising on the planet where you would need to produce oxygen rather than popping out to land on a meteorite for a cuppa.
