If the Brit Card comes to pass, why don't we ... yes US ... put in a bid?

I'll buy a copy of Programming for Dummies. Come on, how difficult can it be to develop a piece of software with multiple bugs and security backdoors? After all, that's what we'll end up with anyway.
I reckon if maybe 10 of us chip in to putting all this together, we could go in at £100 million annual licence plus £15 million quarterly support.
We'll surely be the cheapest but the above still affords us a decent enough return.
Who's in? And what will we call the software?

How would you know whether an asylum seeker from a third world country destroyed their ID or never had any in the first place? Only 2% of them arrive with a passport. Oh yeah, we take their word. They have no reason to lie, do they?
