One solution for all won't work.

There's actually a successful system in Finland called 'Housing First'...

Essentially it gets people off the streets into housing without any conditions up front...

Off the street first and then a multi agency approach to tackle the causes of a person's homelessness...

Unlike the approach of the UK where essentially it's a case of get yourself sorted and then limited help from underfunded departments strapped by a lack of money and no joined up thinking!
