If he destroys a boat in International Waters and that boat is registered in country that is a signatory to the Rome Statute, Trump could find himself in front of the ICC.
Venezuela is a signatory to the Rome Statute.

While the United States is not a signatory to the Rome Statute, destroying a foreign-registered vessel without proper legal justification could be deemed illegal under international law, especially if it's not a situation of armed conflict or self-defense.

If the authorities "knew" they were drug dealers they could have handled it a multitude of ways.
