Different. They can get a lift with someone who has a car in that case.

It doesn't work like that!
According to your rules, they can have a car, unless they don't fit that car, in which case they have to rely on someone else who may or may not have a car, may or may not live nearby, may or may not be available, etc, etc...
Can see how ludicrous this sounds?
The whole point about the system is that the disabled person is exchanging benefit that they are entitled to (let's not forget that PIP is designed to help disabled people to do things they cannot do) for a vehicle that gives them the freedom and independence that everyone else takes for granted.

How much does he contribute on top of his allowance, for it ?Bloke over the roads got a nice 4x4 Nissan car on the mobility scheme, hes ever so ill cant work, doesn't have much trouble cleaning his gutters out up the top of a ladder mind....

You don't know any disabled people do youThey could always catch the bus. Nice low floors on most of them, trained drivers who'll look after them and priority seats.
