You didn't post those rules, I did it for you. If a path is not 1.5 metres wide do you think that we will dig the path up and make it wider in order to please you ? Perhaps we could narrow the road up in order to do this.

Wouldn't placing signs, and barriers, occupy longer than the 15 minutes anyway, and how would a blind person read the signs - the whole would be a pointless exercise.

I find this carmiranda one particularly ridiculous, knows nowt and tells everyone how to do there job after googling some rules that he thinks applies in all cases. The mind boggles how they get through a day.

They're his rules. He posted them.

And proves that what he said was false.

Now in the real world you might not have to follow those rules rigidly. But you do have to comply with the overarching restrictions about impeding pedestrians, and safety.

I can't help it if you don't understand that what he said was wrong . He cannot just block a path like he can a road. 15 minutes or not

Yes and it's all relevant to how busy or not the path is, or is likely to be.

Impeding pedestrians, such as disabled, blind etc is different to holding up traffic.

It's exactly the same for deliveries etc. not just hwm
