Heated towel rail not working how do I find the valve?

Hi all
We have a heated towel rail that did work but has suddenly stopped heating up. We have tried bleeding it to no avail. We have been trying to check whether the valve has seized up but can't find the valve? Have taken the chrome caps off but can't find the spindle? Can anyone help? See pictures

You should have had a top to fit on that spline ?
Just use a pair of grips/pliars.

The bit your arrow is pointing at is the bit you screw in/out. Anti clockwise to open.

Those valves usually come as a set and one of the valve tops is what called a lockshield whereby the chrome valve cap doesn't have a spline fit and just spins freely though the other does have a spline fit. Undo both tops and see if one fits the splined shaft of the valve top and use that to try the other valve.

The valve may be fully open so try tightening as well as loosening to see if the valve frees up. Even then though they are manual screw down valves so rare that if they worked they would all of a sudden stop but one may just be partially open (lockshield) and just needs opened up a bit more.

If you had to unscrew the top of the cover off like in the pic then the splined shaft of the valve has a threaded hole in the top, that allows the top of the cover to screw on and hold the chrome head onto the valve. If the are like that then one cover will have a splined hole that will work the valve, the other just has a plain hole so it just spins. You can take the other cover off and you should be able to use that to work the valve.

As suggested though alternatively you can use a pair of pliers grips, just go easy though, it shouldn't take much to move the valve, just in case it gets damaged and a little spray of penetrating fluid will help You shouldn't get any water no unless the valve is already worn.
