Because there is gas pipes and electric cables under the ground. (the electric cables are lamp posts)

It'll be ok if you go carefully with hand tools. But, using the likes of a JCB or minidigger might be a bit dodgy.

no i have not, the gas company came and said you need to tell us that you are working hear as there is a gas pipe right inder

The gas company shouldn’t charge for finding the pipes.
There are ways to dig carefully .
When my pipe was changed, they used air blast to dig.
You could dig (slowly) using a pressure washer.
