Flaking bathroom paint

My bathroom ceiling was painted with bathroom paint, but when I did it I missed a few patches. I wanted to fix those to prevent mould spots (the room has no window and gets really humid). But soon after I painted over the patches (regular paint underneath), the new bathroom paint started to peel and flake within a week or two. The old bathroom paint stayed fine.

So then I sanded it off, and used a new tin of bathroom paint (just in case that was the problem), and the same thing has happened, see picture - only on the newly painted areas. Any idea what's going on here? I took care to make sure the paint got more than enough time to dry before letting the room get steamy again.

Any ideas much appreciated.

Our bathroom is in the centre of the house after extending.
We have no window like you.
There is loads of insulation above ceiling and this keeps the ceiling warm so we don't get condensation forming damaging paint.
I think you have a condensation problem causing problems.

We also run a dehumidifier outside bathroom for about 4 hours from 5pm until 9.30pm every day during winter
 
I think it needs a powerful extractor fan that is run often enough and for long enough.

Has it got one?
Thanks for the reply. Yes it has one. The thing is that this doesn't happen to most of the bathroom paint - i.e. from the first time I painted it. It doesn't even effect the regular paint under the bathroom paint. That would get mould spots after a few weeks, but not flake like that.
