So their claim for asylum would be approved before travelling to UK. But UK would not accept the application, if they had already applied elsewhere. They would need to wait for the decision elsewhere.A person who has an approved claim can obtain travel documents.

If you apply for another type of visa, then claim asylum when you reach UK, you will be considered to have supplied false information on your visa application. Your application will be rejected on that basis.

For study, they will need a letter of acceptance from a school or university.
For work, they will need a letter offering them emplyoment.
For any other reason , they will still need some form of proof for their application for a visa to succeed.
They can't just apply for a tourist vias and claim asylum when they arrive. Tourists' visas usually need proof of onward travel, or hotel reservation, etc.
