You can travel here legally on the kind of visas you indicated IF you're lucky enough to meet the requirements, i.e letter of acceptance for study, work, proof of onward travel, or proof of accommodation reservation, etc.
But your application would be denied out-of-hand if you tried to claim asylum on arrival because you would have supplied false information for your visa.
You can apply at the end of your study, work, tourist visa. But if you simply overstay, you will be considered as entering (or staying ) illegally.

Also, to apply for a visa, you need a passport. No sane person who is thinking of fleeing their country of birth due to oppression or whatever, would alert their government of their intention by applying for a passport. If their government become aware of their fleeing the country, their family may suffer the consequences.

But in many places in the world there is simply no available mechanism to apply for a visa.

For example:
