Changing lighting in council bathroom

I’m the tenant and want to get an electrician to change the basic single bulkhead ip45 light to ip45 spots. Assuming it needs to remain ip45 and I have to get permission first.

Council sent me a form to tell them what alteration was planned.

I’m just stuck where I go first ? quotes from a qualified electrician or describe the plan and get permission from council ? I will need electrician qualifications to be evidenced, how do I get that ?

Also will anyone even want to do this job ?

The fuseboard / consumer unit will need to have RCD protection for the bathroom lighting circuit and also the council may require you to provide the council with an electrical certificate

Best ask the council in writing what they will need from you before you do anything

Also what is about the bathroom?
 
For the form, you would summarise the work - "remove existing light fitting and fit new spotlights to the bathroom"

You won't need to state qualifications, but you should state that the electrician will be qualified to Part P, Building Regulations, and will be a member of an approved competent persons scheme and will self-certify the work in accordance with Part P and install in accordance with 18th Edition of the IET Wiring Regulations.

You should also seek those criteria from your prospective contractors.

You will require a test certificate after the works, and provide that to the council.

Be sure that suitable sealed fittings are used (water resistance), and confirm whether they need to be fire rated too.

Get quotes after you get permission - in case any particular conditions are imposed by the landlord. Any such conditions must be reasonable. Also the council can not refuse permission unless they have a very good specific reason.

Thanks so much for your reply and for reminding me, yes Ip65. It’s been a while since I looked at what is there currently.

Attached pic of fuse box showing 2 lighting circuits one seems to have RCD I hope this is the one needed and any contractor should check that I assume?

You explain the process clearly and the rationale. I’m going to fill this in and submit it today!

I know the form is designed to cover any kind of alteration so needs to be flexible but a blank page doesn’t make it easy for a lay person.
