Changing lighting in council bathroom

I’m the tenant and want to get an electrician to change the basic single bulkhead ip45 light to ip45 spots. Assuming it needs to remain ip45 and I have to get permission first.

Council sent me a form to tell them what alteration was planned.

I’m just stuck where I go first ? quotes from a qualified electrician or describe the plan and get permission from council ? I will need electrician qualifications to be evidenced, how do I get that ?

Also will anyone even want to do this job ?

IP 65 lights
The fuseboard / consumer unit will need to have RCD protection for the bathroom lighting circuit and also the council may require you to provide the council with an electrical certificate

Best ask the council in writing what they will need from you before you do anything

Also what is about the bathroom?
