The judge defines and interprets the law.
It's for the jury to decide the guilt of the defendant(s) based on the details of the case and the charges brought, and considering any extenuating circumstances
So they apply the law to the individual cases.
They do have the power to return a verdict based on their own conscience, and how the law applies to the particular case.
 
In the UK, law is primarily defined and created by Parliament through statute law, not judges.
Lower courts do not normally have the ability to define law.
