Converting a former bathroom - soil pipes

I've a building with a room formerly containing two toilet cubicles and a sink. The toilets and sink were removed and the soil pipes basically just bagged and taped over. They exit through the floor (not the wall), immediately (<1m) join the main soil pipe run from another toilet (which is being kept) and the soil goes into a septic tank.

This room is being converted (and clened!) and I can easily sort out the water pipes but access is a PITA for the soil pipes. The soil pipe (standard black 110mm I'm 90% sure) is fairly flush with the floor and I'm wondering, can I just blank them off and floor on top? I've read it's bad to leave old sewer pipes as rats love them but this is only a foot or so of pipe jointed off the main soil pipe.
