Is this Boiler Flue compliant?

being a bit nosy spotted a neighbour had work done and their boiler changed from coming straight out like the one on the left of the pic to elbowing and going rather high up then bending again. I’m no expert but that kind of doesn’t look right. A gust of wind could snap that as it’s not even got any brackets to hold it. Not to mention now the boiler has to exhaust out harder going through a few bends. Wondering if this is legal and compliant.

Have you fallen out with your neighbour for any reason, and feel the need to have a go at them?
The plume kit is fine, as said above, however, it looks closer than regs permit to the vent, others may disagree.

Report it to gas safe if you're concerned.
Don't ask on a plumbing forum.
 
Looks like it’s been installed to circumvent the requirements. Should be clipped as well.
