Well they don't pay VED or have any insurance to be on the road like other road users have. They are just a nuisance

They're frequently used interchangeably only because it was originally a Road Fund Licence.

Introduced under the Roads Act 1920, the tax was originally paid directly into the "Road Fund" and completely ring-fenced for building and maintaining roads. However, the government ended this practice in 1937. Ever since, the revenue has gone directly into the central Treasury fund as general taxation, rather than being specifically used for road building
