As you pointed out, the question is pretty irrelevant, since businesses will reclaim the VAT, anyway, but what (all) has been announced surely does "answer the question", doesn't it?

This is my thoughts. Gas and oil is a one way traffic, no one has a digester or what ever they are called, and pumps gas back into the grid, the same applies with oil.So why not a cut in VAT on gas and heating oil as well?
This is just a headline grabbing move and they will get it back another way!
