I don't think anyone is under the illusion that prison overcrowding hasn't been around for decades and that each party has kicked that can to death. No one wants the responsibility of having to ask people to put their hands in their pockets, especially those that believe the government should not get a single penny.
Move all the low risk prisoners such as shoplifters etc into army barracks controlled by army personnel that won’t mollycoddle them to make room in the proper prisons for the ones that need it.

Could simply create a workhouse where prisoners can work their sentences off at an accelerated pace and pay for their room and board.

Something I’ve done several times. Though normally the students have achieved a basic level of education or at least shown some aptitude first.Don't ever become a teacher, especially where law is concerned.

10 PFI prisons were built between 1997 and 2012, which we are still paying through the nose for now.
