I suspect the DNO chap that went to that did it that way because DJM or his spark had supplied the the 2pole Isolator ready for him.
DNO did absolutely nothing except move the meter down 8 inches or so and fitted new long tails from meter to henley block to allow spark to position isolator where required. They then left to allow sparks to do his work. There was no change in the layout.
Sparks did his work and then the tails were connected to isolator (by magic).
Indeed, I would have expected the whole time clock setup to be before any isolators with either no isolator for off peak, an isolator with enough poles for both to be switched seperately or two seperate isolators.
I don't know what the time clocks are like inside but it worries me that there may be some way for power to backfeed and make the install dangerous even when the isolator is off.
