There is no defined distance in BS7671, it just calls for equipment to be suitable for the environment in which it is installed.
The reccomended distance is 300mm horizontally from the edge of the sink or drainer.

What you`ve got to try to achieve is
1/ Out of area of likely splashing - or a splashproof socket.
2/ To make it unlikely that someone might plug in an appliance (kettle/toaster for example) and drop the bloomin thing in the sink.
3/ In a place where it is easily useable.
3/ often conflicts with 1/ or 2/ .
It`s a judgement call, life is often a compromise.
300mm is a recommended minimum from sinks & hobs etc
