It depends.
What you`ve got to try to achieve is
1/ Out of area of likely splashing - or a splashproof socket.
2/ To make it unlikely that someone might plug in an appliance (kettle/toaster for example) and drop the bloomin thing in the sink.
3/ In a place where it is easily useable.
3/ often conflicts with 1/ or 2/ .
It`s a judgement call, life is often a compromise.
300mm is a recommended minimum from sinks & hobs etc
