Electric Towel Heater.

I think the OP has a towel radiator similar to mine:


Where mine is plumbed into the central heating. His is standalone electric. Long tubular electric elements are available that screw into any of the four corners (normally the bottom). The rads can also be used with both systems - central heating and electric - adaptors are available so the electric heater can be plumbed in as well as the central heating pipe. :)

Mine is connected to the central heating as well, so the water comes from there.

I wonder if one of our plumber friends could advise us further on topping up?
 
Well, I'm not a plumber, just an enthusiastic DIYer. I would top it up through one of the top holes with the opposite top hole open which I would use for a paper dip stick. I would stop filling when the water reached the bottom of the top bar. If I was ultra cautious I would contact the manufacturer for advice before doing it.
