    Since you are cutting a ceiling joist it is always wise to double up the joists to each side of the cut section (you are removing "b" so add extra timbers to "a" and "c"). This compensates for the removed strength. Common practice for this type of thing and velux roof lights etc.

    If it is spanning parallel to joists and is not directly below the higher level stud wall it is unlikely to be load-bearing and can probably be removed. What is the full span of the trusses? Before you remove it though make sure the upper level stud wall is properly supported off...
