    Additional Socket

    Put in a double socket and a fused switch outlet with neon for fan. I find it easier to use convenient switch than stretch up to switch light and fan on. Unlikely whatever you plug in sockets would exceed cable capacity so avoid those restrictive singles!

    Softwater dissolves lead which is not healthy for you to consume. Hard water deposits calcium on any surface including inside of lead pipes. I would not bother unless your supply pipe froze up in cold weather. Reckon plumber would replace with blue plastic pipe suitable for drinking water...

    Ignition for gas may not be working if it has a fuse near that supplies it. I would look at unit and check wiring to find fuse. Failing that HT transformer may have internally shorted after water provided conductive path.

    "Paid up front". Why? If builder is so short of cash he cannot start job then he would have no resources if job goes wrong. However your best course is to give him a reasonable timetable for progress and if he refuses then its small claims court time to get money back.

    Stairs

    Really one of those earth walls? If it is crumbling is that because you have prevented the damp that these walls need by use of impervious paints? No reason with a normal brick wall that you could not support above step by a metal clip or decorative wood edging.

    One cold radiator but full of water

    If full of water, but no flow, one end of radiator is open but other, the balancing valve, may be turned off completely. Alternatively the flow is blocked elsewhere and you need to follow the piping to see where flow stops.

    Laying paving slabs

    I never use cement, just place on sharp sand that has been thumped down. Main reason is that requirements can change and paving may need to be removed and placed elsewhere.
