most new cars dont come with spare wheels, as far as i know anyway

thats changing as the manufacturers have apparently been listening to there customers who want them back,rather then the jolloup they have been supplying over the years,which is useless if the tyre shreds and thats all youve got.
 
Others have correctly stated that the spare wheel/tyre is not a testable item per se. When I was testing in the 1970s and the 1990s, the recommendation from the Ministry was to advise on the inspection form if the spare was obviously defective.

Interesting about the fact it's always been like that, but it makes sense. If you have a bulb kit in your car, the last thing you'd expect is the car to fail the test because a bulb in the kit was blown.
