I'd be inclined to go with "if it ain't broke then don't fix it"
If you want to do it for aesthetic reasons then perfectly understandable but won't affect it's functionality.

They terminated it at that level as there are no windows or entrances on that wall, so it's not really needed.
The horizontal should certainly be clipped, just make sure it has a suitable fall on it.
