Exported PME to a summerhouse (shed...) with a hot tub

TT with a reliable Ground electode and a reliable RCD are as safe as an experted PME "earth" when the PME is in full working order. But hazardous when the PME is compromised and Neutral is not at ground potential.
I think that's a bit ambiguous.

For the benefit of other readers, do I take it that you mean that a PME 'earth' (rather than "TT with a reliable Ground electode and a reliable RCD") is "hazardous when the PME is compromised and Neutral is not at ground potential" ?

Yes I am saying that a compromised PME "Earth" is hazardous. There is a voltage difference between the PME "Earth" that forms the CPC and anything in contact with true ground.

Any current that flows from Earth ( PME ) to Ground does not pass though any over current protective device neither does it flow through any RCD or RCBO
