This is for 2 bedrooms about 12m2 each, with velux windows. Can pay an extra £3k for en-suite wc in one of the rooms (which seems like a no-brainer).

Everything done except the painting/carpets.

In 2015 I paid £37k for 2 bedrooms, which included one dormer, and en suite fully tiled. Spot lights throughout too. No carpets or paint.

It had, I think, 5 steels - 4 on the floors and one in the apex of the roof.

So, I guess 5 years later 40k mnight be OK.

Who is doing the plans? My builder worked with an a guy who did the plans and building control - turned out handy as the plans needed amending after building started, so wasnt my problem as designer bloke made a mistake.

It's one of the best known loft-conversion firms in my area, whose planners/designers/tradesmen are all employees and they don't outsource. They have been recommended by a couple of people where I work.

Wondering how negotiable they might be, if they are anything like the soffits/fascia salesman who came to my house and refused to leave for three hours and in the end dropped the price by half.

If you are roughly happy with the price, ask for a few thousand off.
Won't hurt to ask - especially if you say it nicely ...."I was looking to spend about £37, can you reduce the cost". And then expect a no or meeting in between somewhere.
Their spot on £40k quote suggests that they might be willing to talk about price.
And you will not be kicking yourself later for not asking.

Make sure they don’t overlook insulation, my daughter had to get builder back after they finished when she noticed how cold the loft was in winter , they omitted most of the insulation.
