Clearly the plaster wasn't well bonded.
Remove the loose plaster, make sure there is no further loose plaster, and then get some ready mixed plaster.
Dampen the wall with a PvA solution give it a couple of coats, ones it's almost dry and tacky fill using the plaster, it might need s couple of coats to get the thickness, then sand it back smooth with the wall. You'd have to paint that section with a thinned down solution
