Can't drill above window - inaide the recess

I'm trying to fit some venetian blinds, they are made to measure and so I can't use a wooden batten really.

I can drill about 1cm up and then it something solid. I've read up and it's either concrete or metal I believe

Key Information
Drill is wired dewalt
I tried two different black drill bits. These are Makita ones from a drill set I was bought
1970s house
I tried both HAMMER setting and the other normal one

I've heard mixed things from:

1) all you need is a special type of drill bit - a tungsten one

2) don't bother, it is solid and you won't get through.

Any advice here?

Frame and recess are usually the same dimensions.?

Oh sorry you mean the actual window frame, they are vertical venetian blinds. Instruction say it has to be away from then window so that there is room for the actual blinds

How about

3) Get a decent 4-6J SDS Plus or Max hammer drill.

Try enlarging the hole so you can see whats there.

Is the drill tip picking up concrete dust, or tiny metal shards?
