Solvent weld storage?

Just noticed the solvent weld ive had for a month or so has stuck to a container it was on top of in the garage, it looks like it's leaked.

Can't see any holes and surely the solvent weld would have dried up is this common?

Mines in garage in plumbing box. About 18months old and was ok 6 months ago but had dried up a bit.
Probably had it now.
Never had a leak though

I know it sounds strange just went to move it today and noticed this underneath.

It’s cheap , I always buy smallest size as unused it becomes useless very quickly . Just chuck it .
