non basec cable

Hello fellas i came across some non basec cable. Has anyone seen anything like this before? i initially thought it was three core but on closer inspection it has no identifying stamping on the outer sheath , its a very smooth silicone like outer , obviously from pics its inner cores are brown black , and its very loose around the conductor...

Possibly old substandard red and black t&e where the red insulation has degraded and turned brown, are you able to IR test it?
 
I remember when harmonised cable first came out, having a similar problem.
I think brown was so dark it was BLACK, while the other core was blue.
We put it down to problems with the technology making the new colours.
 
There were issues with non BASEC cable that was dodgy some years ago. Came from Turkey and was Atlas Kablo brand.
 
Which was embossed with 'ATLAS KABLO 2010'.

The stuff I encountered due to RCD tripping was far from baggy, infact just the opposite it was a bugger to strip where the cores were stuck to the sheath and the colours were good. However that was 9 years ago, who knows what degradation may have done since. I remember only too well some of the origional PVCμ cladding which turned yellow or pink seemingly overnight just after the warrenty expired and then one went horrendously brittle and the other went very soft and sagged.
