Why exclude pensioners? Do a lot of them take drugs?
I didn't suggest locking anybody up, but a campaign to remind users they're fuelling a societal problem wouldn't go amiss.
Because we don't have stats on how many of them are using illicit drugs. That 2.9 million are under pension age.

And that's also been tried, it's even more ineffectual and fails. Its a waste of money.

So you think drugs use is more prevalent than 2.9 million non-pensioners? In which case it's even more that need to be punished!

We should accept reality. Some illicit drugs are very dangerous, some like Cannabis are not as dangerous and are less risky than legal drugs like tobacco or alcohol. We need to stop running around moralising and look at things sensibly.

What has? Apart from government saying they disapprove of drug taking, which everybody knows anyway. Something stronger might help, like the anti-speeding and DUI ads we used to be treated to.

I'd agree with most of that, cannabis is already largely decriminalised if not legal. Maybe extend decriminalisation in stages to harder drugs. Reduce the gangs' profits and control the quality. Those who express horror at the thought of the state endorsing drug use (which wouldn't be the case) would have a point if the current approach weren't a complete failure.
