Dehumidifier - only part of coil getting cold

I noticed my dehumidifier stopped collecting water and I can see ice forming on the bottom right of the coil. This part is cold to touch but the rest of the coil doesn't feel cold so I'm guessing there is a blockage somewhere. Does anyone know what would cause this and if it is fixable?

Our ACs back in the 80s in Algeria would do that due to being blocked up with dust, turn them to heat, and it would all melt off, back to cold, and then they worked A1 again.
