There is a green mushroom shaped fixture at the top of my oil tank. It's about 2" high and the dome is about 3" wide. I imagine that this some sort of vent outlet. Excuse my ignorance but what goes on inside of the mushroom?

The inlaid handles of my cast iron manhole cover have rusted away. I need to drill holes in it to fit a small raised one. Can it be drilled and if so what drill should I use? Any advice appreciated.
