Will this type of paint be suitable for painting black guttering?

My bath side panel is the original plastic and unpainted. It's off- white at present and I want it to be white which is the colour of the bath itself. I would appreciate advice on what type of paint I should use and what preparation should I do beforehand. Thanks

Fluidmaster instructions say that the critical level mark on the inlet valve body should be 25mm above the overflow. I can't put it in to words but that doesn't seem correct to me. If it is correct can someone explain why.
