try bleeding it from the air valve on the top insulated pipe at the front of the cylinder to get the air out the coil. also possible the pump is positioned in such a way that it is drawing air down the vent. just ideas mate cant be sure..

old systems can have a radiator attached to the hot water circuit also and acts as a kind of bypass, its unusual that the entire 3rd floor would appear to be linked though... I'm not sure to be honest mate, I would have thought a faster pump speed or bigger pump would help get the heat round...

pressure rising is an expansion vessel problem. hopefully it just needs pumped a bit. If the pressure drops while its cold i'm assuming that would rule out the filling loop..
