    You could lay some self leveling concrete on the floor first to make up some of the inch gap then apply a thick bed of adhesive. Remember before laying adhesive to give the floor a good sweep/ hoover and apply pva. I know its a solid ground floor but i'd use flexible adhesive/ rapidset just in case.

    Toilet, not always flushes - Syphon faulty ?

    I would buy a new syphon. Make sure you take measurements of the cistern depth and width when buying one. Easiest thing to do is jot the measurements down on a piece of paper and take a tape measure with you to double check.
