    UPDATE: Building control confirmed the neighbour will comply with regulations and the neighbour has been in contact to confirm they are going to move the boiler and vent through their roof instead. Relationships have been patched up. Thanks.

    Thanks everyone. Sounds like we can deal with this via Building Control or Gas Safe. We don't know the name of the installer but I guess Gas Safe can make their own enquiries with the neighbour if we report the installation address. Thanks again.

    So it looks like the contract is quoted in MBits (Bits) when more commonly broadband speeds are quoted in Mbps (Bytes) so I need to move the decimal point 1 place in the contract figures. Thanks all.
