    I think it's because a double socket would exceed the current rating. Rating is also less than 20a when concealed iirc.

    Using 2x 1.5mm2 in parallel is discouraged I think. Due to the location in a boiler cupboard is unlikely that someone will try to run a heater. They'd have to walk past several more convenient sockets to access it.

    Do you mean the fan is activated only by motion or motion and humidity are required via PIR and humidistat? My ideal would for it to come on automatically with the shower and have a five minute manual switch for smelly evacuations.

    Nonsense. Both the switch plate and cover remain readily accessible because they're accessed from the face/below. Yes, the wall side/inner side of the mount is a little below the surface of the coving but so what? Nothing prevents you accessing or indeed removing any part of the switch...
